A.
Needs Assessment (From the Consultant)
The many needs assessments I have been involved with (the largest encompassing quantitative and qualitative data surrounding consumer and provider services in the CHNA 5 rural area, encompassing 16 towns) were mainly to identify needs and gaps of a particular population or to evaluate a particular service provided. Most needs assessments were the result of the cooperation and collaboration of many individuals and organizations who contributed their time and effort in order to complete a comprehensive final report. The conclusions and recommendations of most assessments reflected the consensus of the participants, which was usually based on research over a defined timeline. Although many who participated assigned different priorities to the needs identified, the final report always reflected a priority list with recommendations, based on the quantitative and qualitative data received.
Assessment Tool
One of the most important steps in the needs assessment process is the development of the tool used. Careful reflection regarding the questions used in the survey is essential. (Remain focused on the ultimate goal of the assessment.) Keeping the tool to a manageable length is also very important. A lengthy questionnaire will usually be pushed aside, whereas a concise questionnaire has a higher return response.
Distribution and Reaching the Target Audience
Make sure to include the hard-to-reach and underserved populations if possible. Funding providers are looking for this! When a survey is distributed within a somewhat controlled environment (school, business, etc.), you have the advantage to actively pursue participants. When a needs assessment is sent in the mail return responses decrease greatly. If possible, try to access the information through the use of a telephone interview. Although this will entail increased time, energy and manpower, it enhances the needs assessment response, thereby giving a more accurate and all encompassing picture.
Results/Recommendations
If you are targeting a large population it may be worthwhile to invest in a consultant to help develop the tool, and to compile the results into a formal final report with a matrix. I have participated at both ends of the spectrum and the hiring of a consultant, if financially possible, is the best way to go. It is well spent money in which you will reap the benefits. Ultimately, needs assessments are the most effective way to identify needs and gaps, evaluate services and most importantly, justify funding. It can be an all encompassing, tedious journey but I have yet to do a survey that doesn’t completely surprise me and bring new awareness, fulfillment and funding success!
B.
Longitudinal Research Study
A longitudinal study using the student as the “individual unit of measurement”, for example, is the key to multi-million dollar funding proposal outcomes. Presently, the Dudley-Charlton School District (DCSD) in Massachusetts is undergoing four grade-level studies of this potential magnitude under the service and guidance of Angilly Consulting Services.
Conference & Training Goal:
Participants will learn the programmatics of implementing a research study and design a Collection Tool (specified to your individual needs) to justify funding in your school or district. It is important to understand what Individual Unit of Measurement means and what it can mean for your school or district.

The key to major funding is associated with individual unit of measurement.

This measurement allows the experimenter to track students over a designated period of time, 
known as a longitudinal study.

It allows the experimenter to find evidence that the values of the independent explanatory

variable (BMI, STARS Reading Program, Psychological Diagnosis etc.) determine the value 
of the dependent response variable (that which is being measured or MCAS).
Question: Does a psychological or obesity diagnosis affect a student’s individual MCAS test score result?
Collection Tool
The MCAS Collection Tool © 2008, developed by Ryan Angilly & Kate Angilly is a statistical tool that, when applied properly, can demonstrate need and justify multi-million dollar grant funding. It's design can be customized to your individual research needs.
